shroud tension

At some point on this message board it was mentioned the shrouds should be tensioned to about 200 lbs each. On my boat the port shroud is about 180 lbs and the stbd is about 200. Both "clunk" and don't "twang" when plucked. Is this difference significant? How does one go about adjusting the tension so both are equal and about 200 lbs? How do you get rid of the clunk and achieve the twang? (literally, not metaphorically).
