Cuddy

Recently purchased a 5.2 Harpoon. The boat came with a cuddy that was not attached. I notice a series of holes in the base sides of the cuddy which presumably line up holes on the topside of the boat, although wooden strips have been attached (rivetted) to the boat which would prevent this. Perhaps a previous owner added the stips or made other modifications. He indicated that he did not use the cuddy. Any suggestions for attaching the cuddy? Thanks
