Report: outside forum guidelines

I just bought a 1975 Venture 25, its still in the water. The keel winch seems to be wound up too tight. When you turn the winch handle counterclockwise the handle just unscrews with no winch movement. I don't see a release or anything else I'm suppose to do. The keel bolt will turn with a socket easily. I drug a board underneath, the keel is up. Am I doing something wrong, do I need to cut into the winch housing? Help?
