I think it depends on where you are sailing on whether you want the keel locked down. I have sailed on inland lakes and the Inland waterway. On both, there are areas where a keel that is fixed (Locked down) is a significant liability because of the shallow water.

In those conditions it easier on the boat to have the keel kicked up when you hit something, rather than come to a grinding stop.
