broken keel cabel

Report: outside forum guidelines

I went out to the dock and noticed that my boat was sitting a bit out of the water and aparently my keel winch cable has broken. Does anyone know how I can go about getting it back up? I have tried to run a line under the boat and use the sheet winches to pull it back, No Luck.
I am looking for pictures of how the cable is attached to the keel. I am wondering if I can go in the water and re-attach the cable.
Any ideas are welcome,
