The cable is attached to the keel with one bolt, but you obviously can't see why you are not attached to the keel (cable broken or bolt broken) nor what the rust or sea creatures may be like on the keel. When I bought my Venture 25 in CA, it had been in the water for years and the winch would not bring up the keel. The ramp at Dana Point was fairly steep so that if I backed far enough into the water, between floating over the back of the trailer and just the keel folding up into position as the trailer/boat were pulled forward everything settled into place. Note that I had side guide rails on the trailer that perfectly centered the boat so the keel could drop onto its resting support. My keel was covered with sea life (see "photobucket.com" and look for the "sailingaz" account). As the previous post said - be sure the lock down bolt is removed!
