fastening blocks to deck

Dear Sailors, I've been looking through the archives but did not find what I needed, so I apologize for asking perhaps an old question. I need to attach a couple of blocks and a deck organizer to my boat to bring halyard and reefing lines aft. The blocks will be close to the base of the mast where the deck is thick, double layered to accomodate foam, I guess. How does one drill holes through that to put bolts and basepolates to fasten the blocks to the deck. Some boats have these blocks just screwed to the deck, but...

I would appreciate your advice. Any photos are also welcome.
