Go with 3/8 low stretch (polyester core or sta-set) and a Ronstan racing cam cleat. I use a loop in the end of the cord so I can pull really hard before cleating it down.
I had also tried adding a block but it wasn't needed once I had the proper line and cleat.
I read a post about stretching the line to "pre-load" it. Tried that - no good. If you can stretch it then the rudder will stretch it even more at 5 kts.
A heavy rudder won't do the trick either as the force when doing 5 kts is an order of magnitude higher than gravity acting on the weight.
