I have seen some setup on other similar boats using a s/s wire with a clip on each end going from the rudder to the back of the motor then a bungy from the back of the motor to the port end of the boat. Adjusted so when the tiller is straight ahead the motor points straight as well, the bungy must be strong enough to pull the motor around when the s/s wire becomes slack. To tilt the motor just unhook the clip. There is a commercial product to connect a large outboard motor to a "kicker" for trolling. It is made with two s/s tubes that telescope with a spring inside, link below. There is also a product called Panther p4, an electric device with a remote control, I don't know if it could be used in a motor well, depends on your motor, google it should be easy to find. I looked at it but does not appear to be an easy fit to our boat. I intend to make something up at some point have not got there yet. post a picture if you figure something out.
