Fiber glass repair on Mac 22

My Mac 22 developed a water leak through the deck at the base of the mast, and I removed the tabernacle to reseal it, and found that the fiberglass has some short cracks radialy out from the bolt holes, particularly the front two.

I am thinking of just grinding down to the glass mat and adding two layers of mat on top, extending out several inches beyond the tabernacle to the sides. This would equal the strength of the factory mat. I plan to drill out the holes in the deck larger, clean out as much plywood as possible, and fill with epoxy and chopped fiber down to the liner, which seems to have no cracks, and redrill the proper size holes.

I am sure that there are better ideas here, so have at it. I can not do the work for a few days as we have rain moving in and I have taped everything to keep it dry until better weather.
