The enforcement in the islands is VERY spotty, but extremely harsh when enforced. I would never recommend trying to skip a regulation, based on spotty enforcement. just buy the permits, they need the money... not worth the risk, imho. Chris, you drank the water from the marinas? no problems? also no fuel problems? I've heard bad stories on both...
