I agree with the idea of fixing the leaks, before drilling new holes!
But... I haven't drilled any holes through my transom,(and don't intend to) but I think it is pretty thick. I really like the idea of not having any thru hull holes below the waterline.
If you insist on putting a drain plug in the transom you'd have to install it off center, because of the rudder assembly, and not all water would dain out. You'd also need to drill a hole through the inside bulkead at the bottom of the laz,(probably not a good idea)and again, I'm not sure the water would drain out from there anyway. Remember there is a water ballast tank that makes water in the bilge go to port and starboard. Maybe you could install a bilge pump.
But really, you should find out where the leak is coming from and fix it. I don't think the idea of installing a drain plug is a good solution, and may not work affectively anyway.
Many of us have installed bilge pumps in the laz, to take care of any water that gets in there, but to be honest, I've never had to use mine. I had to pour a bucket of water in there just to test it.
