I found that a stack of two rubbermaid containers works well.
The lowest (a 2 foot high model) has stuff I rarely need, typically repair or extra parts on the bottom with the top being my "rope locker".
The top (a 1 foot high model with no lid) is for things I use regularly - BBQ, fishing, snorkeling, etc.
It's easy to lift out the top container to get to the second one.
Lines and such that I use regularly hang from a peg board to the right.
The only PITA I have is the fuel tank. It's a 5 gallon that slides under the cockpit drains. I can't remove it without removing both the Rubbermaid containers. Even then it's a back killer to lower down and slide into place.
I did try fueling with it in place - almost fell into the locker plus the hose dripped a half cup of gas into the locker on the way in. That took most of the day before the fumes were gone. I know - it was a really dumb idea to try...
