Sum, I have a 1991 Honda 8hp. It has the stock jetting and we are from 1ft - 60ft elevation. When the carb is clean and adjusted (like we did in the old days) and the idle is set around 1200rpm when warm, mine usually starts pretty easy when cold providing I do a couple of things.
Squeeze the primer bulb till you feel resistance, assuring the float bowl has fuel in it. Pull the choke all the way out. BE SURE to set the throttle to "START" and then give it a good pull. I find that sometimes I neglect setting the throttle properly and then have problems starting when cold.
If after a couple of pulls it doesn't start, then I push the choke off and pull again.
