George... Carlos has the right idea, I think. I have attached a photo of my trailer wheel and fender and if you look closely on the right side, you will see how the angle iron is welded on. I actually replaced my fenders as the originals were rusted through. I think I got my new fenders for $28 apiece. At any rate, you would simply drill through the angle irons and the fenders and through bolt with washers and nuts to hold the fender securely. Good luck. JB
