Dick: I have a 1981 Lockley Newport 16'. I noticed when I dropped and repainted my swing keel last spring ( it weighed about 180 lbs by the way, not 200) that it had a small, maybe 1/8th inch hole in its edge, along with the keel bolt hole. I do not have a corresponding hole in my keel trunk/housing. I thought maybe the hole in the keel was to allow a pin to put through to lock it down, but I'm not sure. My O'Day Daysailor 16' had a bolt you could put in to lock the keel down, but I'm not sure if the Newport was designed for it. You could just drill through when the keel is down, but I'd worry about the strength of the keel trunk if it is not designed for it. Maybe someone else has more information.
