Rudder lifts on Newport 16

Last weekend I noticed that the rudder started to lift (from a vertical to a more horizontal position) as the boat picked up speed. There is a hook on the backside of the rudder and so I looped a line around the rudder and then around the vertical piece that holds it onto the boat. This stopped it from lifting, but is there a better way?
