Outboard Motor

I have a 1977 Newport 16. The transom is not cut out for an outboard motor. Would a 4HP Mercury Outboard motor be too much/too heavy for the boat? I currently use a trolling motor with 28 lbs of thrust. I don't feel that it gives me enough control on windy days. Thanks for any information that you might have.
