I have a 1984 Gloucester 16 (same mold as the Newport, I believe) and use a Johnson 4.0 horsepower two-stroke (standard shaft, not an extended sailing shaft). It is more than enough power, even going against the tide and wind (although you won't exactly set any speed records). I haven't had to take it over half-throttle yet, so if conditions ever really are in my face I am comfortable knowing there is sufficient power in reserve.
One issue -- since the transom is so low, wakes of any significance size from other boats have the potential to roll over the outboard and swamp the engine.
