Sailing into the wind

I* had my Neptune/Newport 16 out last week and enjoyed a great day of sailing on Lake Margarita in central California..but I have noticed the same old problem...it is hard to sail into the wind...some times she will not come about and I have to jibe....any ideas on this...thanks Sailing Dave
