My sister has a Newport 16 and I race an Ensign. I do all of the maintenance and technical advising for her. My observation is that with its round bottom the N16 is very weeble wobbly. The keel/board is the only thing holding it vertical.
We ground her board down to the steel and used Interlux metal primer, Interprotect 2000, and Micron CSC to seal it. If the pivot point area had been bad I was prepared to grind the glass off of the pivot bolt on the centerboard trunk, remove the bolt and board, and get the centerboard welded to build back the material and then re-drilled.
I would not recommend removing all of that weight from such a rolly boat. If you think about a Lighting or Flying Scot they are very flat bottom boats that transfer a lot of weight as soon as they heel even a little bit.
