hand pump operation

ok, who knows how to purge the hand pump water line to get it going? I drained out my water tank in the winter and now after refilling I can't get any water flow through the hand pump to the sink. I've tried pouring water around the pump fittings to saturate the wick but still nothing comes out. any suggestions?
