I have no doubt that water in the core is possible but I doubt that is the issue. More likely the original weight was "optimistic" and the design got heavier as it aged as they beefed up problem areas.
My Arctic is also considerably heavier than Nimble stated. I have an original Nimble sales brochure from 1989 which lists the displacement of the Arctic at 2900# and a 1990 article from the Small Boat Journal which lists it at 3800#
Several years ago, I weighed my 1992 C/B O/B Arctic on a certified scale as part of a military move. The boat/motor/trailer with all sails and cruisng gear weighed 6500#. I later had to weigh the empty trailer to get it licensed in FL and it only weighed 850# (it is an aluminum trailer so it is a little lighter). That puts the displacement of my boat fully equipped for cruising at about 5600#. I figure that the boat empty without motor or sails weighs about 4500#.
When I weighed the boat, I am certain that there was no water in the cored hull because it had been out of the water for six months in freezing temps.
