If any of you are unaware, the above Bill MUST be enacted by the end of Sept 2008, or all of us will need discharge permits from the EPA for engine cooling water, deck runoff, grey water discharge, even washing your boat in the water. Thanks to the Northern CA district court (where else!!)the EPA is preparing rules to regulate ballast water discharges, but it must apply to ALL boats. The above bill would exempt recreational boats from this draconian law.If this is not enacted, we will be required to have permit for every boat we own, and a permit for every state you operate your boat in.
