Beyond that, outlawing guns in DC would not do much to help crime. Criminal already break laws, hence the term 'Criminal'. So they aren't going to turn their guns in. But citizens who aren't criminals by trade would be turned into criminals for defending their life and property.
Bad scene in my book. The crackheads, I mean political folks in DC should figure out why their is so much crime and deal with that issue. Worst schools in the nation (or at least close), horrible managment, lots of issues.
