in support of local authorities..bush blew it big time and will likely be remembered most for this shameful failure. Sorry, just the way it is. Trying to blame local authorities who were literally begging for fed support is asinine. Nobody's saying mayor and police chief were very effective either, but trying to use them for scapegoats is a racial copout used by a lot of people..
