that the Mayor and Chief were the senior local elected officials in the city at the time. You are the one placing racial overtones on the disaster. To put it in terms you seem to be able to relate to I strongly disagree with your assertion that The Great White Father in Washington should have done more to help his Little Brown Children in New Orleans. Yes the Feds made some mistakes but the disaster was compounded by early mistakes on the local level.
Obviously FEMA learned some lessons based on action in Iowa and other locations lately.
