"Separation of Powers". It's the Judicial Branch that enforces laws, not the Executive Branch. My dog has a bad case of fleas this year. If you can figure out a solid way to blame that on GW Bush let me know so I can send him the bills for the treatment.
If anything manufacturing is dealing with more regulations not less.
