NATO had all but won the war in Kosovo when General Clark, NATO's Supreme Allied Commander almost caused an international incident with the Russians. The Russians had helped negotiate the Serbian withdraw from Kosovo. The Russians wanted to participate in the police action in Kosovo, they wanted their own section to police in Kosovo. When NATO refused to give the Russians their own section, they became "Pissed Off" and decide to take control of the airport; it was just a political tantrum. General Clark almost turned this minor incident into World War III. He ordered the British and French in the NATO K-For (NATO's Kosovo Force) to take the airport ahead of the Russians and keep them from taking the airport. NATO's head of K-Force, British Lieutenant-General Sir Michael Jackson, refused to enter into a possible armed conflict with the Russians over a meaningless issue. When Lieutenant-General Sir Michael Jackson of K-For refused an order to block the runways, General Clark ordered US Admiral James Ellis, the Head of NATO Southern Command to land helicopters on the runways to prevent giant Russian Ilyushin transport from coming in; US Admiral Ellis also refused his order. General Clark was replaced three months early from his tour of duty as NATO's Supreme Allied Commander.

You should read the British paper on General Sir Michael Jackson's account of the Pristina airfield debacle by General Clark. He must have been really been pissed off by General Clark, in the article he called General Clark by his derogatory nickname the "Perfumed Prince". A "Perfumed Prince" is a guy who got promoted doing staff work and not by doing the smelly and dirty work in the mud and guts in battle.
