Like in NYC, everyone had different communication channels and couldn't communicate. With no electricity or cell phone towers portable communications were dead after 12-24 hours. No police, no fire, no hospitals. There is no question the city fell apart after.
I don't know what you are referring to in your comment about casino roads.
Many, if not all, school bus drivers are private contractors. They were in their cars with their families headed out of town.
