There are some free ones on the web.
Like many terms, such as "health" and "intelligence" and "criminality," they are general categories that encompass a variety of dimensions. That doesn't mean these terms are meaningless. It does mean that there are different criteria for measuring these, depending on purpose.
If the question is about government policy and what criteria are appropriate to various policies, then the criteria will vary depending on the specific policy or program at issue. As they should. Different purposes lead to different criteria.
If the question has some other purpose, then you need to explain what that purpose is.
