And the only intelligent answer is: it depends.

And if someone pouts and says, "no, no, give me a number! You use the word all the time, so give me one number I can rely upon in all contexts!" Then the sensible response is that they're either being foolish or trying some rhetorical stunt, and in either case, there's no point in going along with it.

That has nothing to do with politics, and everything to do with basic logic. Unlike you, I wouldn't say it is characteristic of liberals to be smart about such things, and characteristic of conservatives to play the fool. I've seen this kind of nonsense from all points of the political spectrum.
