Adults who are merely poor must root, hog, or die. The sky is free above, and there are enough ways to scrounge food to keep from starving. It may be different in some states, but most where I have lived provide no general income for a healthy adult who just happens to be poor. Nor, in my view, should they. There's no federal program that does that. Though I understand it's popular to rail against that, just as it is popular to rail against prayer being banned from public school, even though that also has never been the case.
The various federal aid programs are targeted at groups that have other qualifications than mere poverty: parents with children, the diseased needing medical treatment, and the long-term disabled. The financial qualifications for those vary, because those conditions are quite different.
