all this constant bickering back and forth about what level is the deciding line between takers and givers can be easily solved by the concept of universality...
When the state throws away income levels as a threshold for the services it provides, provides services that everybody needs anyway (economies of scale?) to a predetermined level that everybody (state) can afford all those arguments stop. Past that you have basic welfare (charity).
But you're not here yet, so you'll keep arguing about it for another twenty years. Maybe you're just too big.
