Even you must be able to see the contradiction...
"each community decides how trash will be disposed of".....AND..... "It's an "individual" thing""
So which is it? A collective decision or an individual one? Can't be both.
There is not much difference between the people of Christmas, Michigan (to pick a small town) making a decision "collectively", through their elected politicians to pick up everybodys thrash once a week....and a whole country that decides, the very same way, to fund and adopt a universal social program. Now is there?
I find it funny how when the word "universal" comes up in such a context, a whole bunch of people with REACT, and strongly, with words like "socialist, commie, etc etc" yet that's the way things work in something as mundane as your trash pick-up but nobody seems to get too excited about that. Much the same way as when "metric" comes up, some people are almost ready to go for their guns over that one  yet your money is metric and you don't seem to have a problem with that either. Hung up on labels maybe????
BTW the thrash thing works pretty well the same way up here, I was just guessing about the US
