HMS 18's were designed to be a retracting keel boat. The portable winch was removed from the cabin top while sailing. The boat you saw with a bulkhead winch was a early P.19. Judy B's boat has this winch and is a 1985 model. HMS 18's have roller reefing on the boom, I installed jiffy reefing on Sunshine, It's much easier, and I don't have to remove the boom vang.
The old 18's were very heavily built, they are a littls slower in light air than the new boats. However, when the wind picks up the performance is great!
