I had the same problem with a 5hp 4-stroke until I replaced the carb with one for a 6 hp nissan 4-stroke.

Apparently, the only difference between the nissan-tohatsu-mercury 4-5-6 is the carb. measuring the throat of the carb for the 5 versus the 6 showed no difference with a ruler. I'd bet the only difference is the jet size allowing more fuel and a higher top end. Anyone want a 5-hp carb? After the change, the motor idles beautifully, runs great and still gets about 8 hours on three gallons of gas at hull speed.
