I'm pretty sure a HIN of that format was assigned by the California DMV. There probably was none on the hull when the former owner went to register it. I can't remember when the state started requiring manufacturers to put them on, but I think it was after about 1970 anyway. The DMV handles the problem the same way it assigns HINs to homebuilt boats, with the assigned HIN beginning with CFZ.
Before legally mandated HINs, every manufacturer serialized their hulls in a different way, but usually a serial number was at least painted on the inside of the hull somewhere.
Good luck with the restoration. I'm always glad to see old boats getting adopted, and my wife is always glad they get adopted by someone who is not me.
