I think the conditions would have to be very specific to get a P19 to turtle with the keel locked down. The boat I turtled only did so after several attempts at righting her from being blown down.
It was a very inexperienced crew of four one who could not swim and I was concerned for them and did not really think out my actions. I kept swimming around the mast to lift it into the wind to right her (it was quite windy)no one was able to cut loosed the main sheet once it was up , so it just went over again.
Finally the wind on the hull buried the mast and put her upside down. Once assistance came and hooked up and got the other on board I was able to loose the sails and as it was beginning to be towed put her upright. Fortunately the water was warm.
