All of your suggestions are well thought out, although the idea of a fixed keel is a no go on the west coast of Florida where we normally sail over 1 foot flats and shoals with impunity.
But I really like the idea of contacting Larry Brown, since he's already experimented with a light board on a P-19. I didn't know that.

The owner of the P-19 is currently thinking of a wooden/steel combo encapsulated in glass or epoxy. There is one company that is making rudders (besides IdaSailor) and keels for small boats, and I'm going to advise him to check them out as well... http://www.fastcomposites.ca/products/?w=pf
