I have a Honda 2 for my inflatable. Never had the problem you describe with cutting out at low speed though. My first thought would be a fuel problem. Try squirting some of the aerosol version of Sea Foam into the carb for a few minutes as it runs. I'd also try fresh fuel if it's been sitting for a while. Last, check to see what the spark plug looks like. I vaguely remember an issue with the throttle cable. IIRC it was just a matter of pushing the loop in the cable where the tiller pivots into a different position. I don't have the motor here in front of me to look at and refresh my memory, but it was a 5 second fix as I recall.
