I'd wait for advice from those more experienced, but at a glance the bolt looks fine. It needs to be loose so the bracket (insert technical term here) can pivot.

Welcome the the west. Now I have yet another reason to visit family who live in Seattle. And you are always welcome to come sail with us in Southern Oregon.
