Are you saying the pin thingies are attached to the rudder assembly and slip down into holes in transom-mounted u-shaped channels? If so, it sounds like a PO did something odd, or maybe it isn't even the regular P-23 rudder. Mine is a 1990, and the pins are welded to metal brackets on the transom. The rudder-mounted gudgeons are as shown in Tim's pictures, although mine are welded to the rudder housing, so I was not able to use a drill press to drill my holes. Any old timer P-23's out there have something different than what I describe?
