Local sailing, cruising, racing? Number and size of people that will sail? How much is to be invested? Experience?

If four adults are to sail, 15 feet is very tight. There are many 17' - 19' boats that can be purchased very reasonably on the used market. Check boats.com and sailingtexas.com for examples.

If the boat is to be new, up-scaling later could be expensive due to depreciation losses. If this is a starter boat, buy a low cost used boat and plan to up-scale in a few years. Properly maintained you should be able to get most of your money out of a used boat.
