If I was going to be sailing in 25+ knot winds alot, I would go with the heavier boat. With the same sails, the P 165 is quite a bit faster. Most of the P-18's load up on bigger jibs to increase the sail area. The P-165 is quite a bit more stable due to its flatter bottom and bulbed keel. If you are looking for a fast light small cruiser, you can go with either. Some of the major differences, is that the P-165 has no centerboard to mess with, no centerboard pennant, no backstay to mess with, has a smaller cabin, and larger cockpit.
