Before buying the P-23, we looked at a Beneteau 27 First. It had a lift keel and was trailer launchable. The issue was that the beam was about 10'.
Each State has a website for over width permits. I do not recall exact details, but permits were not expensive for 10' widths. Signage and marking were the most important factors.
For several trip per year, this should not be an obstacle to having the boat you really want.
A potentially more expensive issue is whether the boat can be trailer launched or whether a crane is required to launch and retrieve. Also, ramp launching with a combined weight of 5000 pounds or more can be tricky with 2 wheel drive vehicles. Limit slip differential helps but 4 wheel drive may be required. Tongue loading is very important to keep the weight on the rear tires.
