You only snug the one opposite the boom. The one on the boom side is slack to allow the boom to go out freely. You definitely need The windward one on going downwind with spinnakers, and jibing is tricky. You absolutely need to release the old one as you begin the jibe, and ideally the new one is tight before the boom slams home on the new tack. Emergencies? Don't have any.
