You did not mention the boat size, but if it is ballasted, consider a harness anchored to ~ the mast base. My daughter's got her first harness before she could walk. My wife has made me keep it, along with other "firsts."

We sail on the Chesapeake, and kid's PFDs are so hot, we would simply have stayed home. It wouldn't have seemed fair.

Just this Spring she got her "adult" harness.
