I think there is a good chance the keel is simply stuck and not damaged. If it has not been moved in a very long time and it has been painted repeatedly the paint alone could make it very difficult if not impossible to raise.
One season when I hauled my boat using a hoist the keel was stuck in the down position. We tried repeatedly to lower the boat onto the keel to push it into the trunk and it did not work. I lowered the boat back into the water and raised the keel with the normal 8:1 winch using a 4:1 and low stretch line. With little dificulty. Based on that experience I would suggest using the hoist or crane to lift the keel out of the boat instead of trying to push the boat down onto it.
I would carfully scrape all the paint off of the keel and hull where they meet. Then pour a couple bottles of white vinegar into the keel trunk and let it sit a few days. Then fill the trunk with water and try to pull the keel out.
I agree with Bob, do not buy the boat if the keel won't come out.
