I've already started ripping the fiberglass off from the outside. I can't believe how much water is in there. The rotten core is pretty much localized around the bolt holes, but it seems most of what I've ripped off so far (about 1/3 the transom) is holding a good amount of water.
It seems like you either can do the extra work of finishing on the outside but at least it is easily accessible and at eye level (with the boat on a trailer). Or you can work in cramped quarters from the inside but don't have to do the finish work.
My decision was made for me because without the structural integrity of the core (which rotterd away), the weight of the outboard bracket with motor on it cracked the outer layer of fiberglass. It seems like most people do replace the end grain balsa so I'll likely do the same. Though I am waiting to hear back from the Baltek sales rep on their line of structural foam core products.
